  • If at any time a person expresses a concern over the violation of his or another person’s civil rights in regard to the National School Lunch Program, the School Breakfast Program, the Afterschool Snack program or the Child and Adult Care Food Program, the following procedure should be put into practice:

    1. If a Civil Rights complaint is lodged with a Food Service Employee, the Food Service Employee is to apologize to the customer for receiving the service that he/she was dissatisfied with and give the customer the information sheet with information needed to report issue to the Texas Department of Agriculture and to the USDA. The Food Service Employee is then to ask the customer to explain the situation that caused the customer to be dissatisfied.  If the customer wishes to speak to the Food Service Employee, the Food Service Employee will listen to the customer’s complaint, and then offer to bring her Cafeteria Manager over to speak with the customer.
    2. If the customer wishes to speak with the Cafeteria Manager, the Manager is to listen to the customer’s complaint and offer to contact the Director of Food Services for the customer. If the customer agrees to speak to the Food Service Director, the Cafeteria Manager will contact the Director.  The Food Service Director will immediately come to the campus to speak to the customer.  If the customer does not wish to speak to the Food Service Director, the Manager is to thank the customer for his/her time and then report the issue to the Food Service Director immediately.
    3. The Food Service Director will then come to the campus and take an incident report from the staff who interacted with the customer and then report the incident to the Superintendent of Schools.
    4. A Log of all Civil Rights Complaints will be kept in the Food Service Directors Offices.  When a complaint is made, an entry will be made in the log detailing the circumstances of the complaint, the date of the complaint and if available, the name of the person making the complaint.
