ARP Act ESSER II and III Funds

In March 2021, the American Rescue Plan Act, also known as the ARP Act, was signed into law. In the ARP act, $122 billion was dedicated to the Elementary and Secondary School Education Relief (ESSER) funds. This grant is known as ARP Act ESSER II and III. The intent and purpose of the ARP Act ESSER II and III education funding is to help safely reopen and sustain the safe operation of schools and address the impact of the coronavirus on students.

In the summer of 2021, Detroit ISD will apply to receive their allocation of the ARP Act ESSER II and III funds. Detroit ISD’s ARP Act ESSER II and III estimated allocation is $1,456,098. These funds are additional to Detroit ISD for Detroit ISD to use to address the impact that COVID-19 has had, and continues to have, on elementary and secondary schools. Detroit ISD will utilize its ARP Act ESSER III funds to address issues that have risen due to the COVID-19 pandemic. With the ARP Act ESSER III funds, Detroit ISD is required, by statue, to set aside 20% of their total allocation of
ESSER III funds, in the amount of $201,499 to address learning loss and to develop two plans: Safe Return to In-Person Instruction and Continuity of Services Plan and Use of Funds Plan.

Tentative Plans:
1. Provide additional staff in reading and math to assist with targeted small group intervention.
2. Professional development: Capturing Kids Hearts (Social/Emotional Learning) and other targeted instruction.
3. Instructional Materials: Instructional materials for Intervention Classrooms
4. Increase the size of middle school cafeteria to increase social distancing
5. Summer and after school programs.
6. Additional Counselors
7. Music Therapy Instructor
8. Air Quality Improvements

Funds will be used over a 3-year period.

Alternatively, you may also deliver your comment to Kathie Thompson, Superintendent, at the same address. Written comments must be received on or before June 17, 2021. The District will consider all comments received by this deadline.
